    Are you starting out with a frame from a previous car or a full custom frame?
    With a previously registered frame, you can register it as whatever kind of vehicle the frame was from, however, you might want to look at supplemental insurance to cover the custom work.
    A full custom frame will require inspection before it can be registered and if the frame isn’t from a registered manufacturer (came with an Manufacturers Statement of Origin) with a 17-digit VIN, the state will issue you a VIN so you can register the vehicle.
    As for insurance, you’re gonna have to call around. I went through this with a custom chopper I built. Only place I could find anything besides liability insurance was Foremost Insurance.

    Many years ago, Volkswagen parts depot
    built a VW from parts in the warehouse.
    It was an advertising gimmick, to show no matter what the part was, they had it!
    Well, a cop sees the car driving around without license plate, and issues a ticket. No registration and insurance. OOoops!
    First, you’d have to register it, and, yes, you’d need ins to take it on the road.
    You’d probably have an agent saying “now I saw everything.”

    yes, must contact the insurance agent to get VIN number for your car….its against the law without an VIN number on the car…
